Nap Rules
Introduction
In order to ensure a strong player base for the defense of the state, the following Non-Aggression Pact (NAP) is laid out and agreed to by all member alliances.
NAP Structure
- NAP includes a number of member alliances that is initially set by founders and thereafter maintained by members.
- The number determines how many alliances are included based on “Alliance Power” starting with rank 1 and proceeding in order to the agreed member number. For example NAP 12 would include the top 12 alliances ranked by their current power.
Membership Conditions
- Members must agree to uphold this agreement in full.
- Any alliance with sufficient rank is granted membership.
- The number of qualifying alliances is subject to change.
- Any change to the number of member alliances must be supported by a simple majority vote of member alliance r5s.
- Membership is implicitly and immediately conferred to any state alliance that increases its Alliance Power rank to meet the required threshold.
Member Engagement Rules
- Except for during the Enemy Buster match of the Alliance Duel, or any similar match that may be introduced, there shall be no open world attacks or scouting actions made against any member’s vehicles, bases or owned resource nodes unless agreed to by both the attacking and defending parties (such as when culling troops).
- Attacks and scouting actions against vehicles and bases between two dueling alliances may be permitted during the Enemy Buster match only if both R5 leaders have agreed to participate in advance. In any case, attacks against owned resource nodes or vehicles engaged in creep killing activities are not permitted.
- Under no circumstances may a base be brought to 0 hit points.
- Attacks against members are permissible in any isolated venue such as the Arena, Mines Melee, or Intercity Trade.
Plundering
- Attacks against non-member alliances in pursuit of plundering resources is permitted with the following stipulations:
- Attacks must be against enemy bases only – not vehicles or owned resource nodes – unless (b)
- In defense of the aggressor’s base or vehicles, imminent attacks may be countered.
- Under no circumstances may a base be brought to 0 hit points.
City Conquest
- Once all neutral cities have been captured any city conquest must be negotiated between member alliance R5s.
Limitations and General Rights to All State Members
- The scope of this document is limited to member alliances and therefore can not be enforced upon non-member alliances. It is therefore understood that attacks in defense or aggression may be conducted by non-member alliances against member alliances. Any retaliatory activity up to and including reducing a base to 0 hit points may be conducted at the sole discretion of the alliance’s R5. These measures should take into consideration guidelines elsewhere in this document as well as established precedence in the state.
- Furthermore it is the express right of any non-member alliance to engage in activities pursuit to membership. I.e A non-member alliance may attack a member alliance with the intention of gaining a power advantage thus supplanting the member alliance.
Loss of Membership
- A member alliance may lose their status under the following conditions:
- A member alliance immediately looses it’s membership if it’s Alliance Power rank drops below the required threshold for membership.
- If the rank required for membership is reduced by majority vote.
Penalty for Violation of NAP
- Penalties for violating the terms of this agreement are decided amongst member alliance R5s without limits.
Terms
- Resource Node – Any point of interest in the open world containing harvestable resources including but not limited to, Lumberyard, Farmland, Power Plant, Mining Zone, and Diamond nodes.
- Owned Resource Node – any resource Node that is currently being harvested by a player.
- Vehicle – Any of the various troop carrying vehicles. These are also commonly referred to as “trucks”
- Base – A player’s base of operations in the open world.
- Scouting Actions – Sending a scounting drone to gather information on a location or vehicle.
